Through this Request for Interest (RFI), New York State Research and Development Authority (NYSERDA) and the World Resources Institute (WRI), (the “Sponsors”) seek expressions of interest from potential energy suppliers to provide commercial, industrial and/or institutional customers with facilities located in New York State with New York-based wind power. This RFI is issued by Sustainable Energy Advantage, LLC on behalf of NYSERDA, and WRI in its role as convener of the Green Power Market Development Group (GPMDG). The results of this RFI may lead to the development of one or more formal solicitations by the Sponsors of this effort or direct negotiations with customers. The intent is for the wind power to be provided under long-term contracts structured to provide buyers with an energy price hedge.

This RFI is also meant to generate information necessary to assess the feasibility and attractiveness of wind hedge transactions in the State of New York.

Appendix 2: RFI Response Format

As stated in the FRI, Responses to this RFI will be subject to the New York Freedom of Information Law (FOIL). Information submitted in response to this RFI that the submitter wishes to have excepted from disclosure under Public Officers Law § 87(d)(2) as confidential trade secret information must:
(1) be identified and labeled “Trade Secret” “Confidential” or “Proprietary” on each page at the time of disclosure;
(2) be accompanied by a written request to except it from disclosure, including a written statement of the reasons why the information should be excepted.
